Setting a firm foundation for future learning and raising educational standards;
Helping to widen the supply of labour; raising productivity and tackling skill shortages;
Providing a modern service that meets the changing needs of families.

Strategic Targets set by Government

Creating between 1997 and March 2004 childcare places for 1.6m children which, taking into account turnover, will help an extra million children;
Aiming at a place for every lone parent entering jobs in the most disadvantaged areas;
Closing the ‘childcare gap’ between disadvantaged areas and others;
Access to free early education for all 3 year olds by September 2004 and for 66% by March 2002;
Ensuring that 94% of early education settings are making satisfactory or better progress in delivering the Early Learning Goals by 2004.
