Review of Somerset County Council
 - Identifying Strengths and Weaknesses

The Improvement and Development Agency (IDeA) is an agency set up by and for local government to review local authorities against a specially constructed ‘benchmark’ of the ideal, fully effective local authority. Somerset County Council volunteered to be reviewed by the IDeA under the Local Government Improvement Programme and a visit took place from the 15th - 19th May 2000 to assess Somerset County Council’s current achievements and its capacity to change.

The following pages give the full report which resulted from the IdeA visit. The report focuses on three key organisational themes: leadership, democratic and community engagement and performance management.
