What is Best Value?

The purpose of Best Value is to establish a culture within local government that encourages good management practices delivering efficient, effective and economic services that meet users’ needs.

It ensures that councils deliver continuous improvement in services, with regard to efficiency, effectiveness and economy and the needs and expectations of service users. It focuses on achieving high standards rather than lowest cost, emphasises genuine challenge to existing ways of doing things and encourages the involvement of service users, staff and management in creative ways.

There is a statutory duty since April 2000 to obtain best value as set out in the Local Government Act 1999. The legislation sets out the basic best value framework.
Best Value applies to all Council services and activities, except schools. But it does apply to Local Education Authorities (LEAs).

It applies to all Councils, including parishes with budgeted annual income of more than £500,000.

It applies to the Police and the Fire Service and various other bodies such as National Park authorities, the Broads Authority, Metropolitan County Passenger Transport authorities, and the London Development Agency.


Somerset County Council’s Approach to Best Value

The Council has formulated a Management Review Programme for 2006-07 which will be used to demonstrate that we meet our Best Value obligations. It replaces the Best Value Review Programme.
